This is a relations post! For one redstrength, starting from her original arrival to the City in January of '08 until now. With that said, these names aren't in any particular order nor can I guarantee they're up to date. I'll be trying my best to keep it up to date as I play along, but don't get your hopes up. I'm the most absent minded. ):
APARTMENT
godisacreampuff: The last remaining original apartment mate Hikaru has, Mokona was the creator of her Earth, as well as Cephiro and other sets of countries Hikaru's gotten to see. She regards him as a good friend first, fighting comrade second, and mentor/advisor third. She understands his constant, "Pu puu~!"s easily (that whole understanding animals things she does!) and has started getting used to his God-like telepathy.
soulofocean: One of Hikaru's two best friends from her world, she fought alongside Umi and nearly gave her life to protect Umi from Alcyone in Cephiro. She worries for Umi the most in the City because, while Umi keeps an eye out for Hikaru, she knows Umi won't keep an eye out for herself. She's especially worried after having been in the City for so long; Hikaru was in the City by herself for over a year before Umi showed up. Hikaru knows what the City and its inhabitants are capable of while Umi's still getting her feet wet. Hikaru feels more than just a sibling-esque protection to Umi: it borders on a sole protector role.
willofthewinds: The second of Hikaru's best friends that fought with her in Cephiro. Hikaru's not as worried about Fuu, despite that the wind knight only just arrived. She knows Fuu will use her common sense and natural intelligence to make the right choices when Hikaru's not there to help make them. Even though Hikaru's older than both the girls (thank you, City birthdays), she still sees Fuu as a big sister and regards her with that sort of respect.
conductyourself: The magician who gave the girls their magic and armor, he was the first person the girls met in Cephiro. Hikaru hasn't had much interaction with him in the City (entirely my fault) but still holds him in a high respect. Not only because of his power, but also because of the burden he bore knowing the full story of the Magic Knight legend in relation to Princess Emeraude and Sol Zagato.
pharles_at_life: The woman who uses her soul to make weapons, thus making the girls their Ultimate Swords just for them. She arrived in the City just before Hikaru returned, so Hikaru hasn't quite decided how she feels about having Presea around. She's both relieved and upset and anxious about it.
bigpuffyhat: Ascot's only just arrived! She sees him as a battle comrade and an okay friend. She doesn't quite get the connection between Umi and Ascot and probably never will. Unless it's older!Hikaru, then she will threaten anyone who gets in their way! But until then, she's happily oblivious and glad to have Ascot around.
innocenthearted: Random apartment-mate Umi got in! She hasn't gotten to talk to him yet, but she can tell he has a good heart where it counts.
brbgonefishing: Another random person Umi invited! Hikaru really has no problem with all these people, especially because Shin brought exotic fish!
AROUND THE CITY
GOOD TERMS
monsterepellant : The only person in the City who's been here longer than Hikaru that she knows of! She's rather fond of him in the big brother/big sister sort of way. They trained together and he's always been there! As far as she knows, he's only left the City once, just before her birthday and returned just after. But he's been through some of her worst moments and gave her advice and calmed her down, had a sparring match with her and was just an all around brother from another mother.
ourdenoument: The only other person she knows that's been in the City forever! The two of them share an odd relation in that she understands how Kaoru feels about the City and she shares his twin brother's name. However that works. She was also able to tell the difference between he and his brother the first couple of times they talked, which I guess impressed him or something. (note: I do not make assumptions on other characters! SEE THAT, JANE?) But she tries to be considerate when she can and keep an eye on him. She's smart enough to know a mask when she sees one.
so_devilish: The other twin! She was close to the original Hikaru she met and was admittedly sad when he left. She knew he'd come back with no memories and didn't feel it was right to push a pre-existing friendship on someone who didn't remember. She didn't realize until later that people apparently harassed him asking about her. ): Now she feels bad and wants to try and renew a friendship with him. They still share a name, so they have that as a head start!
imperialwish: Something of another big sister figure, but more refined, more regal, more adult. Hikaru didn't think much of Natalia until she started hanging out with the Abyss crew more and got to know her and her horrible cooking. But she looks up to Natalia in a way that she hopes to grow up and be that badass. Some day!
moresake: Throughout the different incarnations Hikaru's met, one thing remains the same: Yuuko is a save point. By which I mean, any time Hikaru feels uneasy, upset, like she needs to just talk so she can work things out in her head, she goes to Yuuko. She does feel a bit at a loss since the current Yuuko doesn't have her shop; Hikaru saw Yuuko's shop as a place to rest and refresh herself. But she still sees Yuuko the same and is constantly trying to make sure the friendship isn't onesided by bringing her snacks and the like.
i_themagician: Hikaru's friendship with Clow has waned as of late (again, my own fault!). But she's seen him in a similar vein as Yuuko, perhaps because of their relation. >_> But the thing that brought them close at all was their work together in trying to break the City's barrier with Riou and a large group of fighters. She hasn't been able to keep a closer friendship with him since but again, that's my fault!
reginagloriae: A girl Hikaru met quite some time ago. She wasn't sure what to make of Youko when she continuously asked about Hikaru's red hair being natural, but grew to respect her more as she saw Youko mature. Their friendship has also started waning on my own part in not keeping up with it. But Hikaru does keep an eye out for Youko and is happy to see Umi becoming good friends with her now.
justasystem: Hikaru adores the Tianzi in the way a big sister dotes on a little sister. Hikaru loves Tianzi's happiness and respects her for how much she wants her country and the City to be at peace and all she does to try and make it happen. For that reason, Hikaru wants to ensure the Tianzi's safety and happiness. Hikaru also feels a kinship between them as they're both waiting for their important person to return to the City.
clownsprout: Hikaru was admittedly closer to his previous incarnation, to a point where he told her about the Order and about the 14th (caused by a curse, mind you!). She understands him and his motives a bit as she's very similar in mindset: saving others is more important than saving oneself. Save everyone at the expense of your own life because their lives are just as important as your own. Or something like that! She's naturally a bit melancholy that he's returned with no memories and hasn't had the chance to catch up with him just yet. But she wouldn't mind having a friendship with him once again.
gforgreat: This boy! He randomly asked her about the orphanage she worked at and she gladly told him all about it! She thinks he definitely needs someone looking out for him when Allen and the others aren't and doesn't mind tagging along with him on the rare occasion that he asks. He's little brother material in the making.
obliviomancy: Hikaru's not entirely sure what to make of Roxas. From what she can tell, he's someone with feelings who tries to deny his feelings and more or less denies the ability to have friendships. He's explained Nobodies and heartless and everything to her, but she doesn't understand what's stopping him from going against that here in the City. The Organization's not here, so what is there to hold him back? She can see he so obviously has a heart in the right place (if he. you know. had one to begin with) and wants to try and get him to accept it. JUST WATCH HER! B|
myspace_musume: Konata pretty much blew her mind when the gamer told Hikaru she was from a manga. With proof! In the form of an old Sega Saturn video game. Hikaru even tried to play it! But fails at video games and thus failed playing. But because of this, Hikaru's more or less wary of Konata: Konata's still a friend and someone she trusts, but could know so much more about her than Hikaru would want her to know thus meaning Hikaru doesn't want to know how much Konata knows. She tries to avoid conversations of this nature when possible. As of late, Hikaru's noticed Konata keeping an eye on Umi and for that, she's grateful. Hikaru more or less goes to Konata when she needs advice or to ask for someone. Not the best way to keep up CR, but hopefully I'll get better with this!
haroicsacrifice: Someone Hikaru's looking up to and slowly getting to know! Lockon is, sadly, another victim of my CR failure and is starting to fade out of the picture. But Hikaru wants to work with Lockon and the Gundam crew to help with their Curse Brigade. Outside of the organization, Hikaru does see Lockon as someone inspiring and is glad he's a big brother type for Umi.
denyinurgod: A fellow Jesus-esque mecha pilot, Hikaru's all for helping Setsuna out if he needs it. Like leaving him a detailed map of where he can hide his Gundam! And she just really feels an odd pull to him, possibly kindred spirits and all. She secretly swears she'll get him to smile one day. ONE DAY!
freckleddoll: Hikaru only knows Freckles at this moment in time and so far, she's acquaintance level. But she works with her at the orphanage so that may change soon! \o/
doujin_dork: Acquaintance! Hikaru's known Hiyori for a while but hasn't fully gotten past that. Again, my fault! WHEN WILL THE FAIL END.
roseblooms: Megumi is one of the sweetest people Hikaru's met in the City and adores her. Hikaru knows she was close to Guy and is therefore on the Amazing People list. Also what puts Megumi on this list is having taken care of Hikaru after her SAW curse and didn't make it a public thing. Hikaru appreciates this. Especially now that Megumi's working closely with Umi and Fuu at the hospital.
copulae: A strange girl Roxas asked Hikaru to train! Hikaru likes Namine for she is sweet and eager to learn to protect herself. They train weekly but nothing's gone much beyond that.
I know I've forgotten a ton of people but I will update this as I remember and make new CR! Keep an eye out on this space!

onlyteasing: Hikaru's only met twice in person and a few times on the network. She was wary of him at first and didn't think much about him at all until he found her in the City's pumpkin patch one Halloween and gave her someone's heart! This put Tyki on her, "need to watch closely for suspicious acts!" list. Not that he goes out of his way to do anything, but she's still watching! He also makes her very nervous with consistently poking around at her beliefs and picking them apart. It makes her question things she'd already decided and set in stone for herself and she doesn't like it.
