According to FishBase, they're found in all warm & temperate oceans, and aren't listed as threatened - but they're long-lived slow breeders, so probably not 'common' as such.
Probably caught in a storm. They're very good open-water swimmers, but I doubt they cope too well with severe turbulence inshore. Strandings are rare, but not exceptional.

I wouldn't really fancy anything that's been washed up on the beach though - you don't know how long it's been there or what it died from... X-P
