Thank you to everyone who suggested cake and candy supply shops! I found a penguin cookie cutter!
I had to call 4 locations before I found a store that sold it, but I found it!
However, the one I found is not as big as I had hoped... so, I also bought a large circle that the penguin pieces will fit on top of. Hee, hee! This project is going to look so cool when I'm done.
