OK, so the best I could come up with, and I *think* this is what you're looking for, is some of the universities and music clubs in the area...a LOT of indie music promotion goes on on the campuses (campi? whatever)

The major uni's are: American U (mine! :) )
Georgetown
George Washington
Univ of the District of Columbia

And then some of the bigger live music venues are:
9:30 Club
Black Cat
Nation - which used to be THE BEST legal rave in the city on Fri nights but they got shut down...*pout* Velvet Nation is still the best gay night, though. Anyway, they also have music. :)
And finally, the Digital Nation guide for live music in DC - you might be able to find more potential places to promote here
