i believe williamson wrote it in 1992...(from A Return To Love: Reflections on the Principles of A Course in Miracles, Harper Collins, 1992. ch 7, section 3)

then many say that the mandela quoted it in his inauguration speech, given may 9,1994.
but i can't find it...
