Someone should tell the Houston police that when it comes to arresting people who have surrendered they're doing it wrong. Some (hopefully most) police forces do not allow officers in active pursuit of a suspect to do the actual arresting to help prevent adrenaline fueled "aggressive take-downs". Or, as in this case, assault and battery.
