Obama administration gave BP category-wide exemption in 2009

Proving that it is immune to lobbying and campaign contributions the Obama administration gave BP, one of the largest contributors to Team Obama and an almost continual lobbying presence with the administration, a categorical exclusion from the NEPA (which is designed to ensure that there are disaster recovery plans and procedures) in April, 2009.
The decision by the department's Minerals Management Service (MMS) to give BP's lease at Deepwater Horizon a "categorical exclusion" from the National Environmental Policy Act (NEPA) on April 6, 2009 -- and BP's lobbying efforts just 11 days before the explosion to expand those exemptions -- show that neither federal regulators nor the company anticipated an accident of the scale of the one unfolding in the gulf.

Get that? BP was lobbying the lobby-proof Obama administration for expanded exemptions just a few days before the explosion.
