If socialism leads to terrific health care why didn't the Soviet Union and/or China lead the world in health care for the decades they were anti-capitalist societies?

Socialism leads to terrific mediocrity. The only reason it developed and worked in Soviet Union for so long - because people were passionate about it since most workers and peasants didn't know better during czarist Russia. That is until they reached relatively the same life quality level as in the west and realized that they can do better. At the end capitalism failed there... but that's another story
