This was my first try. It's pretty disturbing but maybe it's too obviously random.
From Pratchett's books, I get the impression that "Bloody Stupid" Johnson's clock design was more unsettling because it only skipped or hopped occasionally. Much of the time it seemed to tick almost normally.
Normally... hmm, yes... A "normal distribution" might work. Most of the time it wouldn't be off by enough to make you consciously aware of it but every once in a while it would be way off.
