This cartoon was the cover of the December 22, 1885 issue of the satirical American periodical Puck. The cartoon refers to the situation of the Ottoman Empire caught in the middle of the British/Russian rivalry as both sought to exert pressure on the Empire under the guise of "alliance." In the cartoon, Britain is represented by the lion, Russia by the bear, and the Otoman Empire by the scared Turkey. Following the Congress of Berlin in 1884 (which divided Africa among European powers) and the British occupation of Egypt in 1882 as well as military losses to Russia in Eastern Europe, the Ottoman Empire was in an extremely vulnerable position vis a vis its neighbors despite unprecented centralized control over its territories. Incidentally, many issues of Puck from the era satirized international political issues related to the Ottomans.
