I was thinking of something along the lines of American Health the other day. See if you can flush this idea out for me and improve on it.

1) Complete a "Presidential Fitness" chart for all ages (or ranges) - complete with "height/weight/bmi" and "so many pushups/situp/etc" exercises,
2) Create a health care system that uses tax dollars to provide bare minimum health care to those who don't have it (privately or from work),
3) SLIGHTLY increase taxes over what is actually needed to cover the health bill,
4) Wait,
5) Begin providing tax cuts for those that meet the "Presidential Fitness Test/Qualifications,"
6) Break it down into stages:
-So far off the target (in the unhealthy direction) vs So close means slight cuts..percentage based or something...
-From the previous doctor's visit, you've improved...slight tax cut for you.

Now understand, these cuts could only apply to the health care aspect - but they're still cuts. An incentive to be healthy. Who would make sure of this? Starts with the doctor they have - and possibly some "Fitness/Trainer" person known to the doctor to "sign off" on a yearly physical exam within 30 days of the yearly doctor visit. Doctor signs off on whatever...come Tax Season, there's a new page to fill out to receive any kind of cut (or increase) and some (sealed) document from said doctor to go along with it. I realize there are issues with this, like electronic submissions...but I dunno. Just a thought.
