The apprenticeship is in a new, warmer place on the planet, but the work is regarded by much of the world as a bit fringe, and the pay is strictly entry level, and could only increase slowly, in proportion to your growing skill. If piercings go out of fashion, you struggle more.
The offer of a promotion at the old job isn't exactly clear-cut: many ifs seemed to be attached: if whassername actually quits, if they honor the promise, or the suggestion of a promise.
I think if you don't mind committing to another 6 or 12 months where you are, and if the increased pay is really worth it, you might consider the mainstream job as worth more to you over time, but only if they can give you a stronger commitment. You've already prepared to move, sold off a bunch of furnishings and possessions, and what they're asking of you is badly timed for you.
I don't know what such jobs pay up there, and the extra $2 may be good, but they could still promise you a co-management slot even if this other lady returns. It sounds to me like the job is stressful enough to require coverage by two staffers, and their organization would be stronger for it IF she comes back. If she doesn't return (and that might be better for all concerned), then you should sit down with them again, and formalize your role, maybe with an employment contract and another bump in pay, if they are that organized and can afford it.
If deep in your heart you feel burned out up there in the cold, and yearn for some new challenges and scenery, then smile and walk away, and blessings on ya... g'luck!

It it were only family and warmth that the south offered, I would be more willing to wait until moving down. The lure of money is a strong one. But the piercing apparenticeship will be filled this fall. If I'm there, I can hope it will be filled by me, as I am "the best candidate". If I'm not, I may wait years before another such opportunity presents itself; the normal method of finding an apprenticeship is to keep asking until they say yes; for my would-be teacher, this took three years.
I'm just going to continue on with my plans to move; I have until the end of August to decide, because that's when Pam is *supposed* to come back. If it gets to where she says she's not coming back for sure, then we have to talk.
