I did a little fast digging in the library, so for anyone who's interested:
Wizarding Codified Regulation MAD 143.SB4 (Mental Accuity Deliniations section 143, Sudden Breakdown Type 4) states that if anyone goes batty and insists on something absolutely contrary to common knowledge (example given: sky is red) it is illegal to take advantage of the situation for the profit of one's self or one's companies.
Fortunately for everyone who bet with the R-styled Weasley today, there is case law from as far back as 1347 up as recent as the 1970s stating that belief that a piss-poor sports team is going to win and betting unreasonable amounts of money on it does not constitute the kind of cracking up that is now known as an SB4. (Back then it was just called 'maddening of thee mynd-sences'; I think I'm going to start calling it that myself.)
