Okay, I'm posting this to public, on the off chance that it will help someone.
I called a bunch of places, and reached a number of surprisingly civil people. Some of them actually knew what was going on [yay].
So, for Jenny, and anyone else who nearly seppuku'd over all this crazyness:
Concerning the Texas Common Application online:
On the college application itself: make sure you have the exact name of the class (as it is written on your senior schedule) for the senior course info on page 2.
No matter how many AP classes you took, or what your grades, you are an entering Freshman with no college credit hours. You only get those once you are accepted and you petition the University to get your credit.
On Schol - Apps: for question 17, where it goes on and on about AP classes and credit hours and final grades:
List all the classes you are currently in, and all the ones you plan to take. This includes Gov't, even if you only enter it next semester. The lady told me to put it like this:
AP Economics (.5CR - Fall Sem) 1 (for your final grade, leave it blank. If it doesn't want you to leave it blank, put in you best guestimate.)
Under that:
AP Government (.5CR - Spring Sem) 1 (Same story with grade as before.)
The deal with the credit hours: If you don't know, put 1 - if you are confused, put 1...They can verify everything using your transcript....making the entire application pointless. Honestly, I think they put you through this just to keep the level of scholarship applicants low.
Transcript, greencard copies...Giving them to J. Silas when he's at school on Thursday is tantamount to handing them in. They will be safe, they will be considered on time, hey-presto, it works.

Help Desk: 471 8899 (they can transfer your call to the department you need, as well as tell you what department you need, if you're not sure.
Admissions Office: 475 7387 (application questions)
Freshmen Admissions Office: 475 7440 (application questions)
Financial Office: 475 6282 (press 4 as soon as the recording starts - it gets you to a live person that much sooner.) (scholarship questions)
If you have any questions, call them Monday - Friday, 8:00 - 5:00.
