Serious WTF? on LJ design

My jaw hit the deck. Now, I've had problems doing just that on LJ, but I always figured it was intended as a feature, not a designer incompetance.
You see, picking multiples in a drop-down list is enabled by this: - it's an option in the base html for the drop-down box. No javashitscript required.
