Is he? I must be thinking of the novels because I recall him as King Manly-and-decisive-and-ever so slightly underhanded and kimoi.
I always wondered why the only remotely likable character in that series was Rakushun. Well, Keiki is adorkable and the cross-dressing king of Wherever has his moments, but the human 12K guys tend to give me the indefinable yucks. (Not to mention that the kingdom names are so damned confusible.)
I'm definitely thinking of the anime, but I didn't watch that arc in its entirety (caught a few episodes here and there) so my impression is probably off.
Indefinable yucks sounds about right though, indefinable being the operative word.
Mhh. On balance I'm tempted to say Twelve, just because there's only one canon and not much wiggle room within it. The Three canon qua canon is uninspired but people have pulled off Dynasty Warriors riffs and the new Red Cliffs thing and even that uhh Wind'n'tree song Liu Bei anime, though possibly the less said about *that* the better.

So which is worse, Twelve Kingdoms or Three?
