For Attack on Titan there is a total of 11,648 fics. That puts Annie at 4%, Krista at 3% and Ymir at 2.5%. Based on the 5% rule all three should be eligible.
"As a reminder: Eligible characters have no more than 250 complete English-language fanworks on AO3 with 1000 words or more. OR, for bigger fandoms, eligible characters feature in no more than 5% of the overall number of fics."

Yikes, I apologise. We misworded the rule there. It actually is 5% of English, complete fics over 1k. That's what happens if we don't look at our sentences from all angles to make sure it doesn't just make sense in our heads.

So the person that nominated Attack on Titan, it is actually not my nomination but it is a fandom I am a fan of, did everything according to the rules as you guys originally stated is going to be locked into losing three character slots and possible stuck with a fandom they might not want without those characters in it because the rules were poorly worded?

We feel it wouldn't be fair to the other participants to allow these characters in based only on the assumption that they operated under the misworded rule, but as we haven't heard from the OP, we can't know that's the case.
We're okay to give Ymir the benefit of doubt, seeing as the character is only about two dozen fics over the limit, but with the other two, we'd prefer it if we heard from the OP first and speak to them about whether they'd like to discuss the inclusion of Annie and Krista or if we'd offer them to nominate two extra characters in case they in fact nominated based on our wrong choice of words.
Though anyone else is of course welcome to argue for the two characters as well, if they wanted to.
As someone who nominated Annie, Historia/Krista, and Ymir, I never even looked at the 5% rule because I thought they were all under 250-- I glanced at the filtered fandom sidebar, saw Characters slot #10 at ~250 and none of the characters I wanted on the list, and only learned the sidebar rarely updates its counts after the rejection.
I've seen now that Historia and Annie are well over, so I have nothing against their rejection! I really appreciate the thought though, sirvalkyrie.
