Last year we waited until those fandoms had at least two nominated characters before reviewing them. We made a post informing people about which fandoms were in danger of deletion.
However, we'd also like to allow people to post prompts in the Treat Collection outside of the main exchange - which does allow only one character to be chosen (do you know what I'm talking about?). So, once my co-mod is better, we'll have to discuss how to proceed. There are several possiblities: a) Allow only fandoms with 2+ characters. Every fandom with only one character by the time nominations are closed will be deleted. b) Change the settings to allow only one character to be chosen. c) Go the complicated route. Keep one-character fandoms, but don't change the settings. That would mean you could create a prompt for that character in the Treat Collection, but couldn't choose them in the actual exchange.
Was that understandable? I admit the Treat Collection/Prompt Meme caused some confusion last year, because we didn't have the time to promote and explain it properly. (And I'm afraid this year will be no better, ack.)
If there are names for the characters in them, and if you can think of people who'd create fanwork for them, I don't see why not. Anything else, the mods will have to discuss. Let me get back to you on that. :)

I hope that helps for now.
