No one is particularly in charge of the foreigners, by my decision. I could not justify trying to impose our former laws on such a diverse and unmanageable group.
As for us natives, the feud between us leaves neither side with complete unchallenged authority.

I've left policing to the foreigners themselves, except in specialized cases. There is a Task Force headed by Commodore Smoker, if you're interested. He could always use the help and I encourage people to join him.
The feud is a long story. You may wish to hear it when we've solved this mycotoxin issue and you can better concentrate on the details.
