Okay I figured I would say something on behalf of the women race.... Considering no one who has replied to this is female.
AS a women it is always nice to hear a compliment, and most women understand the intention behind the compliment.
I think Wayne is right.. State the compliment and walk away, because if you sit there leering she's gonna think you a crazy stalker, but if you leave after saying your comment 9 out of 10 times she's gonna think " Huh? That was nice." And her day will be better.
Also You need to predict her age... If she looks young she probably is so keep all oppinions to yourself.. You don't want to be portrayed as a kid toucher.
Sad thing is Randy few men have the balls to actually come out and tell a women good things about her, because a part of you is put on the line. First off your risking that soft fleshy interior that says this man is sensitive, and second it's easier to be aloof, and distant. Beside if the reaction was adverse then the experience which was intended to be a good thing turns out to be a bad thing... So....
I say it's good to risk it sometimes, and sometimes not so good. But remember if you do risk it, you already know the worst that can happen.... She thinks your some creepy weirdo..... and really whats bad about that?

I have never been very good at guessing ages.
I mean after watching Family Jewels I would have never guest that Sophie was only 13 yo.
