If Ciel is staying in bed because he fears what (werewolves) is in the outside world, then maybe if Sebastian makes staying in bed even scarier it will snap Ciel out of it?
I think that is Sebastian's line of thought- though there is still the issue of his promise to obey Ciel- He said before that he did not lie but now he is ignoring Ciel's order to leave. I had thought it was some sort of binding & he HAD to obey (kinda like Haruka & Kantarou) but apparently not.
I think he has a hierarchy of directives, one of which is to protect Ciel's life until Ciel's revenge is achieved. It may be that lesser orders can be ignored in the pursuit of the higher-ranked directives.
In the anime we've seen Sebastian ignore Ciel's order to make him "a parfait or something" before dinner, and other small orders that were not ultimately in Ciel's long-term best interest.
Or it may be that he sees Ciel's behavior as a breach of contract, in which case he is no longer obligated to follow the contract either.
