I think she's human, actually. Brandon made a throwaway line about how someone could conceivably wish on Jirachi to gain eternal life, so it's possible that Sird could have caught Jirachi a few thousand years ago in order to wish for eternal life and reality warping powers. And now she's just doublecrossing everybody because she's bored with immortality.
Hidenori doesn't forget anyone, though. He loves bringing back old characters when you least expect it, so I'd say it's possible. Also Athena being Silver's mom makes more sense than creating some new character we've never heard of, considering they have the same hair color+ahoge and Athena's reasonably high up in Team Rocket. I'd put more money on that than Keane and Chermaine showing up again : |a Plus it'd be nice to see a fun, stable villain couple because I love Unholy Matrimony when both characters are sincere about their affection.
