Most of the shopping areas in my neck of the woods are located in an ever widening ring around the city, not in it, and usually difficult (or impossible) to access without a car.

From what I know about taxes, rebates and breaks aren't racially targeted, they can't be. It's usually targetted by income level, by family composition, and whether you do things like buy a house, car, or go back to college.
My question is where are you getting this info and what are you basing it on other than pop culture?

The lowest two income brackets are $8,750 and $32,250. For a single person $32,000 is a decent living depending on where you live, for someone running a family of three-four it's working poor.
You could probably check census data, but I have a feeling there are more poor white people than poor minorities due to the fact there are more white people. Now what you might be correct on is that there are more poor minorities relative to richer minorities, but that data is too specific to be useful.

Using the Great Depression as an example, a solution would be start a war in Europe. (and no you can't use that as an example, we can't really can build another conventional army)
