I say require electronic submission. Better that you catch the electronic docs, complete with file modification time, metadata, and such, than run the risk that an OCR error allows a kid to skate by freely because it no longer perfectly matches something.

At least the checker we use will catch "matches with minor differences". I've seen papers that consist of "change a word here and there" style "writing".
