Do we leave the kids to their own devices to assault and attack other human beings? This let's them get away with it, allows them to believe their are no consequences for their actions. It gets other people hurt, sometimes badly. Kids even at six are still capable of throwing books and chairs even. Some 6 year olds are BIG now a days. It's scary!
Honestly, knowing this other side that I do...well...maybe there is something that the teachers or principal saw that made them think there might be a deeper issue? Don't get me wrong, I don't believe they were right in taking the kid to an adult facility.
Honestly, what would you have done? Have you ever seen a kid go off to the point of attacking adults outright?

Expelling is not going to get the kid help, there is a chance that maybe there was some signs that maybe this kid needs psychiatric help? Some parents don't open their eyes until the kid is already massively out of control, which happened with my brother and we didn't figure out the time line of triggers until after everything was set in motion.
Handcuffing is typical in transporting a human to a mental ward. Sending a kid to an adult ward is not right.
If this kid started going off on kids in the neighborhood and something happens(serious injury or worse), and a cop showed up and took her to a mental ward again, would there be a problem with that? Or is it just still back to 'It' a 6 year old!'?
Kids are getting more violent at younger ages, it's scary. And teachers are getting more and more to their wits end. I'm surprised a whole bunch of them aren't quitting.
