Saline solution, stitches, and antibiotics. Not terribly bad.
The problem would be getting proof, except... they admitted it. And expect paltry apologies and promises of some kind of 'safety net' for those who can't pay (his mom was on the phone with her credit card, THEY WOULD HAVE BEEN PAID) to make it all better.
Basically, they executed her because her owner was poor and they didn't want to bother caring for her.
This is the part that kills me. They really WOULD have been paid. The mother was going to pay. I don't get why they said she couldn't, except to be huge assfedoras. They woulda gotten the money regardless of who paid them!
Hell, murdering Scruffy was their being huge assfedoras. Give her some pain meds, a shot of antibiotics, and a bandage. Put her in a cage where she couldn't hurt herself more or stick on an Elizabethan collar so she couldn't lick at herself. Voila, unless I am missing something she could then wait until the other two cats who needed treatment had been treated.
You shouldn't take onboard something, go 'oh well need to euthanize it' after saying you'd CARE for it and just...Ugh. He could honestly sue, right?
The story makes it even more awful.

He probably could sue, but I doubt he has the money what with being a homeless ex-heroin addict and all. And I'm sure the shelter knew this!

They didn't want to invest the time and effort in a homeless man's cat, obviously.
