PORT RICHEY - The owner of Brass Monkey Tattoo is accused of sexually touching two women as he applied their tattoos.
Charles Lyndon Harper Jr. 41, was placing mineral oil and plastic wrap on one woman's newly inked, upper leg tattoo when he slipped his hand inside her bikini and touched her without permission, a Pasco County Sheriff's Office report said.
The woman left the business at 11632 U.S. 19 and called authorities. Harper admitted touching the woman but said he thought he had permission because she was "flirty," the sheriff's report said.
As deputies investigated the Oct. 4 incident, they talked to another woman who said Harper did the same thing to her in January, as she was getting a pelvic tattoo.
Harper told deputies he had done this other times to other women "but does not recall the details or the victims," the sheriff's report said.
Harper, of 8457 Thrasher Court, New Port Richey, was charged Thursday with two counts of involuntary sexual battery. He remained Friday at the Land O'Lakes jail in lieu of $200,000 bail.
