Regardless, as Thom is the member of the band that speaks to the media, we must take his word as the word of the band. If the band didn't agree they'd get a new lead singer.
Personally, as a musician and lead singer of a crappy band, I see that the politics of being in a band drop some heavy tasks on the lead singer - one of which happens to be being the "unofficial" and sometimes unwanted figurehead for the band.
As the lead singer of the band Thom feels a particular way. I feel that weighs in on any opinion a person has involving the band or their choices. Particularly how their songs are portrayed (specifically one that has emotional value to the person who wrote it).
Thom expressed that the cover was "hilarious" which it most certainly is. He also expressed confusion when he heard it was blocked. At the time of said interview he assumed Prince had "blocked it" .
However, upon further investigation, it was Prince's record company that "blocked it" and the artist therefore deserves no blame. Radiohead understands how a record company can ruin a bands image.
(as for your side note, of course Radiohead emphasises that the band is a group of people with differing tastes and opinions. That goes without saying. The point is, Thom, as the lead singer of the band for more than twenty years, has every right to speak for them. Duh.)
The point being if you think it sucks you should factor in the opinion of the band which carries far more weight in deciding whether or not the cover is valid/righteous.
Your problem lies within the difference between opinion and fact.
The fact is that this is a song open to interpretation by any persons. Any opinion on it should be weighed thusly, and I personally believe the opinion of the band (should) bear(s) weight on the decision of said person.
The opinion is that this is a fucking rocking cover that does Radiohead justice.
FUCK YES! ROCK AND ROLL MUSIC!
Anyone who thinks this sucks remember: Thom approved before he even heard it.
