I am not voting because I don't much care about the organizaton, and for the second question my answer would be "finish it as a novella, then submit the whole collection including the novella to a publisher," on the theory that having a longish new piece in said collection would make it more attractive to publishers.

I too don't have much of an opinion on organization, but I would buy it just for that novella.

I want to read that story! Finish it as a novella, and if it turns into a novel during the process, that's fine, too.

My, you do come up with the easy questions, don't you?

What I would do is: tell yourself you're going to finish it as a novella. If someone here has a reasonable publisher suggestion, well and good. If not, tell yourself you're putting it in the collection.

Then see if the act of having a target location for it and a goal for it makes it expand to novel length or not.

Novellas can always be expanded into novels later.
