Peter sat slumped at his desk, staring blankly into the distance beyond the single sheet of paper in his hand.
People weren't black-and-white, but documents were. That was the problem with the Bureau: everyone was a file. A file couldn't be brave, or clever, or resourceful. It couldn't charm or impress.
All it could do was record numbers and facts: the fact of a conviction, and numbers that were much too good.
He sighed regretfully, adding one more page-one more fact-to the folder that was, to the Bureau, the only version of Neal Caffrey that mattered.
