When and where can writers sign their stories up for this? I've thoroughly searched throught he LJ comm and I can't find it. I'm also on _all_ notifications, really hoping to catch this round. Am I too late?

You couldn't find it, because the sign up posts for previous rounds are closed to hide the summaries. The MatchMaker Challenge is done with left-over fics from previous Quickies so I have to hide spoilers ;o)
There will be a new round of the official Quicky_Bang starting in April, so that's when you can offer fic again! (I don't know the exact date yet, but I'll be happy to PM you when I put up the sign up post:)
