Another year gone, though it was significantly less productive than the last. Intelligence reports increased unrest across districts Five and Nine. Not as substantive as what we observed in November in Six, but concerning nonetheless. Uncoordinated uprisings are not unexpected given our centralized power structure; those obtuse boors are largely insensate to the challenges that we face in the Capitol. They know nothing of the difficulties that I triumph over every day to ensure that Panem continues to flourish. Sacrifices are needed by all. The rumblings for a return to democracy are the delusions of uneducated mules that paint a rose-hued portrait of a past that never was. No matter. District Six was the beneficiary of my favor because it served as the object of my prized but sadly ill-fated Virgin Lands Program. I blinded myself to that fact previously but I see it now.

I was too lenient on Six. I let my affection stand in the way of progress. I allowed attachment even though I have learned that it is the pathway to impotence. That same weakness extends to our government and our state if I allow it. Even though they could not have heard of the events in Six, the population of other districts must have sensed my weakness. This will be remedied through purification by bloodletting. There will be screaming in the streets of Five and Nine tonight.

It is not so bad though. Once pacified, these citizens will again see me as the paternal guardian of our lands. I will feed and clothe them. They must learn that rebellion is pain, as I did. It is imperative that I unleash a show of force to remind them of the power of the Capitol. Such is my charge and the charge of my predecessors. We shall do it again in mere hours and will continue endlessly. The march of our boots will sound the call of progress and stamp out the saboteurs.

Birthdays were always irrelevant to me until I consolidated my leadership in the Politburo; that the position of the Earth relative to the Sun is similar to where it was at my delivery is meaningless. Nonetheless, it provides an occasion to remind the people of Panem that I am their father and that they will obey me. Perhaps this will suffice until the Reaping and subsequent 74th Hunger Games reaffirm the price of defiance. We shall see.
