This City is notorious for the fickleness of its citizenry. It is... akin to a river. Always moving, always changing.

Stagnation breeds disease, after all.

There is stagnation, and then there is the comfort of reliability. I prefer less constant change. And there are ways to keep the river from moving.

Oh, indeed there are. A deep freeze comes to mind. It slows the river without breeding the infection.
