From what I can tell this is some sort of closed off reality, maybe due to a barrier of some sort. How things can enter but not leave as easily reminds me of the Hakurei Barrier in Gensokyo.

Not this one, same as the Hakurei Barrier. Made way to strongly. I am a master of barrier, so I'm not saying this lightly.

Yes. I'm Reimu Hakurei, and my ancestors made the Hakurei barrier, and it is my job to keep it up.

The barrier will go down, and Youkai will be freed upon the modern world of Japan. Though honestly, that might be worse for them then the humans. Gensokyo doesn't only protect modern humans from youkai, it protects Youkai from humans and their modern weapons.

Can't they just be eliminated?

Not really. While they are demons and like to eat people, they are still important for Gensokyo and life itself. That and also because killing a Youkai is much harder then it seems, given some of the powers they have. A Vampire has the power of Fate. An Oni has the power of Density. A Hell Raven has the power of Nuclear Fusion. And Yukari has the power of Boarders.

I have to wonder what keeps them from running out of control, among other things. Especially the one with nuclear fusion.

That would be me. It's the Hakurei Shrine Maidens job to stop all incidents.
