It hardly matters where you go here. There are structures to reside in, or you may make your own, quite easily. We are allowed to do as we wish, though violence is punished--but does that mean there will be things you'll wish to do? Perhaps, and perhaps not.
As for the best people, that may depend upon what general qualities you deem desirable in others. [Kuja herself isn't particularly social, but she keeps an eye on people, if not with a great deal of personal interest.]
