I have finally identified it. It is a Pincushion Protea Leucospermum conocarpodendron subsp. viridium also known as a Hairless Pincushion or a Green Tree Pincushion. Other types of plant like this have little hairs on them to make them look grey. Kew has a small specimen growing in the Temperate House but when I was doing research into the King Proteus I discovered that it has relatives and this was one of them. Apparently the Proteus name is from a Greek sea God who could change his form at will, and Protea come in various types and designs.
