The only way I could EVER see this happening is if they're trapped in some library world in the multiverse/the Never Never, and the only way to get out is to READ and find the exit. Of course, it's an underground library, and they're besot by evil mole men (a term which Cabal disagrees with for the evolutionary confusion of the idea that bipedal moles are in any way related to primata).
Cabal would try to assert himself as the authority...which would enter a bit of a tug-o'-war with Harry, who trusts Cabal about as far as he can throw him. They'd be circling each other the entire time.
Also, Cabal might potentially develop an aneurysm dealing with Italy, or at very least murderous intentions. Because he's LIKE that. For the little guy's sake, I hope Harry and Prussia take turns staying between the Necromancer and any easily-distracted nations...which would be difficult, because Cabal is probably a bit of a dead-ringer for Germany and Italy would just GRAVITATE towards him. It'd be like keeping moths from flying into the bug zapper.
1 (Kahlan) decides to rob a bank. Who does he enlist as a get-away driver, 9 (Katara) or 14 (America)?
America would be the getaway driver. Katara would help her rob the bank. Alfred's too much of a loose cannon, and he may be strong but Katara can cut through METAL if she has water to work with.
6 (Germany) and 7 (Sakura) just had a horrible break up. 6 (Germany) runs to 12 (Thomas) for comfort, and 7 (Sakura) goes to 3 (Buffy). What happens next?
First of all, I could see those two breaking up. Would. Not. Work. Sakura's too emotional. Germany isn't particularly tactile. But I could see Sakura running to Buffy, who would listen patiently and tell her that it's probably for the best and "btw I have this demon problem. Feel like working out all the relationship stressy-stuff and slaying some whatsits?"
*DIES LAUGHING* Germany running to Thomas Raith for relationship advice WOULD NOT END WELL. Since the White Court could probably sex a nation's power away from them, it would be unhealthy. Not to mention the fact that Thomas and Germany have VERY different ideas of what a relationship is.

3 (Buffy) and 7 (Sakura) in an arranged marriage.
Sakura is sent on a mission to protect the Slayer. Interpret how you will.
2 (Harry), 6 (Germany), 10 (Seto Kaiba), and 12 (Thomas) form a band together.
Harry would write lyrics, and he can play guitar. Germany brings the equipment and sound (German death metal? Ludwig Drums, anyone?). Kaiba manages the band. And Thomas is the pretty face/lead singer. Once they have Thomas on board, EVERYTHING ELSE CEASES TO MATTER. It will be the groupie zombie apocalypse and NEVER has that much underwear miraculously flown from the audience and landed on stage.
1 (Kahlan) and 15 (Prussia) living together (in any situation, room mate, romantic, ect).
Kahlan Amnel and Prussia would probably be living together only in a war situation, like, crammed into a small bunker or abandoned dungeon together fighting off their foes, but nothing would happen because they both have people waiting for them.
4 (Cabal) and 9 (Katara) on their honeymoon.
...Yeah. Sorry. Just can't see that. Katara would abhor Cabal and Cabal, while a number of colorful things and creative adjectives, is not a cradle robber.
5 (Murphy) and 8 (Italy) find a lost baby.
They raise Maggie together Italy would be all happy and think its the sweetest thing EVER and would dote on the infant until it's practically a mochi blob, whereas Murphy would be the constant force of reason saying "we need to bring it to the AUTHORITIES, who handle things like this" to which Italy would reply "Ve, but you ARE the authorities". She'd feel like the only adult in the equation.
11 (Elliot), 13 (France), and 14 (America) are trapped in a locked room together.
Sex happens. France is locked in a room with two very gorgeous people; he would make it work.

1 (Kahlan) & 2 (Harry) are roommates at a meeting/retreat/school trip/whatever. Is this a good or bad idea?
Again, the only circumstances that could bring these two together would be of the apocalyptic variety. While they would meet under bad conditions and nothing would really HAPPEN between them, they would like each other. And although the Confessor has a very specific purpose and would probably be outside the Laws of Magic, Harry would be very wary of her power.
5 (Murphy) & 12 (Thomas) & 9 (Katara) decide to go fishing. Why, and what happens?
Katara waterbends a bunch of fish onto the boat. Thomas behaves himself. Murphy makes sure Thomas behaves himself and finds Katara a very capable individual. They all chat about the forces of darkness and injustice.
4 (Cabal) & 11 (Elliot) & 13 (France) & 6 (Germany) get into a massive brawl in a bar. How did this happen?
France and Germany start some shit with Cabal, who assumes he should be able to handle a male prostitute and an obsessive compulsive German. Elliot is on her ambulance shift and is transporting some poor unfortunate back to the hospital when Cabal sends some SERIOUS necromancic power around...making the dead guy get up and Elliot have a heart attack.

Katara. Germany would rapidly decide it isn't worth it.
15 (Prussia) goes to 3 (Buffy) for advice. What's it for?
Killing things. Since he's not a nation anymore but still loves to fight, he'd jump right on the idea of slaying, and he'd be GOOD at it
4 (Cabal) completely wrecks 11 (Elliot's) house. How did it happen, and what is 11's reaction?
Cabal was obviously trying to outsmart something and Elliot's house got mixed up in it. Elliot would start off with a sense of moral indignation...but Cabal's already had a bad day and ONE look for him would have her being all like, "You know...nevermind. I'm sure I can fix that."
