General thought: It is true that the intensity of a college community is unique, but the essential part of that community - good, supportive, sharing friends - can be found outside of and after college if one is willing to work at it.
Summer thought: I think it might be good to take the paid internship out there. It would give you a chance to see first hand how ethnic groups operate in the heartland of the country, which has a different flavor from that found on the East Coast. You have enough connections that opportunities in the greater Washington area (Baltimore, Annapolis, etc.) will always be available. Doing an internship out there will expand your networking base.
Next spring thought: I like the idea of studying human rights in Holland. I think it is difficult to escape the American attitude towards the world, in its good and bad manifestations, when studying here, even with well-meaning and good-intentioned faculty. Studying in Holland might give you a chance to examine that American attitude, distill the good from the bad, and figure out how to apply the good in your own efforts while avoiding the bad. (As a brief example, I think there were some good components to our expedition to Iraq, but the bad, rather egotistical parts of the American personality rendered the effort counterproductive.)
