The Jagan Eye:
1. He can see everything basically unless there is some form of power blocking him from seeing and hearing everything from hundreds and hundred of miles away.
2. It was implanted in him when he was searching for his lost tear drop and the Hyouga tribe, that tossed him over their home, hence it's tracking abilities. Anyone with any form of Ki, (Youki, Reiki, etc.) will be easily tracked if he knows your ki.
3. The Jagan allows him to mind control Level E humans and Level E demons. Mean very weak demons and humans with very little or no spiritual abilities with weak wills.
4. He can use them to his advantages as well as read open minds unless there is a mental barrier or an unknown source of power to prevent him from doing so otherwise.
5. Telekinesis is also something he is capable of at certain times.
6. He can also manipulate memories like hypnosis here is a prime example.

Backtagging I'm always open for bagtagging. It's my best friend really since I'm uber slow sometimes XD
Picking up LATE old tags: I love finishing old tags. I mean I never want to leave anything incomplete if I can help it.
4th Walling: Yes that's fine with me as long as you notify beforehand. That is all I ask and it depends on what sort of information as well. There are certain things I'd rather Hiei not know.
Canon Puncture: Good luck with that. He'll probably think you're a bit looney...that's all. Not that he isn't looney himself xD
Offensive Subjects: Hiei will be fine with offensive subjects. He's a pretty morbid and disturbing character to begin with. A little emo at times too but that's Hiei. I usually deal with it perfectly fine, but if it feels like I am uncomfortable I'll go ahead and ask you not to continue that's all thanks!

Hugging: Yes, but expect to be either mutilated or burned alive, unless he knows you or something ahhahaah XD. He's not a very affectionate guy. I think the only person he'd tolerate hugging him would be Yukina and maybe his companions. He certainly won't murder them.
Kissing: Yes have fun with that though. He can dodge and be a dick and he doesn't know what romance is. So yeah. Expect to be hurt if you do anything like that to him. Either that or dead. xD
Fighting: He's from a goddamn shounen manga where shit blows up while people fight. I mean really! Go for it. Knock out a hut or two, even leveling half of the island works too! That's how Hiei fights.
Injuring: Yes, oh god it would be so fun to watch him get hurt and bloody, since he's such a morbid person. Sometimes I think he's a secret masochist. ANYWAY, go for it, since Hiei can survive most attacks and stuff.
Killing: Yes and No. Tell me if you want to kill him for plot purposes or something like that. I don't make it a habit to kill off my characters but if you really must then talk to me about it. I might agree, I might not, since Hiei's like my baby ;-;
Mind Reading: No. I don't think anyone has that level of mind reading powers to mind fuck Hiei. He's way too good with mental barriers and such. If you managed to somehow have your character mind rape him, then there won't be much for you to see, unless you can figure things out of Hiei like Mukuro but let's not go there ahahaha. Yeah so no. I mean if there is a character that is extremely strong and beyond Hiei's capabilities, maybe... but I really don't think he'd be a happy person if his memories etc. are exposed so ya ^^;
