Bike Help

So I inherited Jo's road bike, which thus far has been a good bike (minus the fiasco of trying to get used to drop down handle bars). She warned me, however, that the bike wasn't shifting as well as it should and likely needed to have the shifter replaced.

I've heard that Ace Wheelworks in Porter/Davis is a good place to go, but considering that I'm optimizing for cost not niceness/!snootiness of the employees, is this still the correct choice?
