If it weren't for the silly fact that M worked around the 1950s and Mycroft was more in his prime around the 1890s, I would be positive that M == Mycroft. In fact, I would have thought that Ian Fleming had simply moved his characters up fifty years if it weren't for the significantly accurate* historical events portrayed in the novels. Perhaps Mycroft had some of Sherlock's royal jelly and they still live to this very day.... although I would think our police system wouldn't be so shitty if that were true.
*according to Fleming himself so it must be true
