As we were saying last Halloween, it's really funny when the store mannequin's version of Wonder Woman's costume is more modest than the original because it's physically impossible to hold that little up by cleavage alone.
Anyway, the sailor suit is such a staple of actual Japanese life, of course it's everywhere in anime. America does not have that tradition, so it's one of the many things that just gets interpreted as a particularity of anime that we'd see entirely differently if we were from that real-life culture.

“It could be much worse,” contended Amy, the comic book geek. “Being female superheroes we could have something like Wonder Woman’s uniform, a short skirt and a strapless shirt so low even her cleavage should not be capable of keeping it up.”
“Can’t say I ever wear a skirt willingly, even to church, so I’d have to agree with you.”
“Skirts wouldn’t be so bad,” Mina argued. “I’d wear them to school and stuff more if the stupid dress code wasn’t so obsessed with them being past knee length.”
“Never fear,” said two shadowy figures from the top of a nearby building in the nameless Colorado town, “you’ll get used to it,” before disappearing.
“Who was that?” asked Serena.
“The mysterious Super Uranus and Super Neptune,” Raye explained.
“I’ve never met them,” Amy disclaimed, “but I just know instinctively: They’re cousins.”
