ok . . . maybe it's just the learning curve . . . maybe it's just because I'm not seeing it, but . . .
how does one send a message to another LiveJournal user? One that is not a comment to a post, something just for the other user?

Well, perhaps that's misleading. Basically, LiveJournal is not trying to be a disgusting, messy everything (e.g. MySpace) where is has everything and sucks at everything (like MySpace). So, well, there is no private messaging. The real answer is, "you send e-mail!"
Now ... if they have a paid/permanent account, then you can e-mail them as @livejournal.com. Otherwise, hope you know their e-mail address?
Two more ideas. Both rely on the person you want to contact reading your journal. (1) Create a filter that includes only that one person, and post a post with a message to them in it which is readable only by people on that filter. (2) Make a public post asking that person (or everybody on your friends list) to comment on it with their contact information, and make it so comments are moderated (and mention this in the post), so that they can post comments and only you'll see them. This relies on them having faith that you won't make their comments visible. :)
I think that about covers it.

I forgot to <ljusername>-ify it, instead using literal < and >, so it doesn't show up properly in a web browser.
