I'm pushing for the release of Helter Skelter in the near future. We can't in good conscious keep him locked up forever, as convenient as it would be for everyone, and it seems that the standards have been set by the situation concerning Tir.
Tir was released based upon his behaviour and the fact that he "made up" with Cecil. Monitoring Helter's interactions with Anemone and his lack of interaction with Shimbo Hiromu and Wolfwood, and taking into consideration his personality and the fact that he has no real friends or a desire to have them, the situation has much improved, and he should be held to the same standards as Tir. We also need to take into account that he suffered because of our carelessness and still haven't caught and punished the person who did it. It's our duty to protect him while he's in our care as well as everyone else in this city and we failed to do that.
Seeing Tir enter and leave the prison while he's been made to sit there with no word on his situation could be considered cruel, whether or not he cares about those things. It still makes us look bad to the public. He should not be made to be ignored in a corner cell while other matters were handled in a quick and dare I say biased fashion, simply because he's more "villainous". His rights are the same, and until we have our system straightened out and the way trials will be handled settled, we'll have to rely on our judgment in the release of criminals.
On that note, Naruse, would you be able to tell me what sort of progress there's been concerning his case, and concerning how trials are run in general? I didn't have the opportunity to see Axel's trial, so I can't assume that it's a finished product. If the system is still being constructed, we can't leave him in there that way waiting on us.

Anybody that wants to come might wanna leave important stuff behind, or hide it in a tree. Those globby things over there will take your stuff if they grab you. I almost lost my Mp3 player once.
