Make the following icon;

1. Open a new 100 x 100 image

2. Open your image and resize it. Drag it onto your 100 x 100 image. I rotated it slightly in a clockwise direction.
I got:


3. Now go to Layer > New Adjustment Layer > Curves
SET TO:
RGB-
Point One
Input: 76
Output: 189

I got:


4. Now go to Layer > New Adjustment Layer > Curves
SET TO:
RGB-
Point One
Input: 75
Output: 75

Point Two
Input: 145
Output: 170

I got:


5. Now go to Layer > New Adjustment Layer > Hue/Saturation
Set the Saturation to:
MASTER: +31

And you are done!
