Well, he was much smaller when he was a Growlithe. Being that tall is a recent development; he evolved into Arcanine three weeks ago. But Pokémon become stronger much more quickly than humans.

Yes. They can battle from the moment they are born, and some of them already feel the inclination to do so. [At this, he points at the Dratini.] But the greatest bursts of strength come from evolution, and not all of those are caused by battling.

[He nods.] Some species, such as Growlithes, evolve by touching special stones. Others, like Cleffa, do so if they are kept happy for an extended period of time. But evolution through combat is the most common method.
