О поездки Трампа в Европу многого не ожидалось. Но он сумел разочаровать европейских партнёров, отказавшись публично подтвердить приверженность США принципу взаимной обороны НАТО. Трамп и Тиллерсон, однако, выразили интерес в преодолении конфликта между Россией и Украиной. Ради этого собираются вытащить из нафталина находящегося под санкциями Владислава Суркова, ветерана прежних успешных комиссий Сурков-Макфол и Сурков-Нуланд.

The job of the new envoy, who has not yet been named, would be to negotiate over the fate of war-torn Ukraine, where a floundering peace deal has yet to bring an end to the three-year conflict, the officials said.

Surkov is a unique player within the Kremlin. Among his experience is a reportedly long and deep history with the shadowy Russian Military Intelligence Directorate (GRU) in the former Soviet states and Central Europe. He is now the GRU's chief strategist. Surkov has diversified his power base inside the Kremlin by securing the loyalty of the civiliki. These economically Western-leaning technocrats - lawyers, economists and financial experts - have been a powerful group since the fall of the Soviet Union, but have been leaderless since the 1990s after they were blamed for many of the economic troubles that wracked the country. Surkov recognized the liberal reformers' potential and offered them protection as part of his growing political clan. The civiliki's loyalty has given Surkov an alternative power base to the GRU-linked bureaucrats and a new group of followers to maneuver into key positions in the Kremlin.

Сурков проходил срочную службу в спецназе ГРУ, в ГРУ служил также его отец Андарбек (Юрий) Дудаев.

Тем не менее, когда появились сведения о причастности Суркова к расстрелу людей снайперами на Майдане в 2014, эта причастность яростно отрицалась. Ответ официального представителя МИД РФ А.К.Лукашевича в феврале 2015:

Вопрос: Как Вы могли бы прокомментировать заявления высоких официальных лиц Украины, прямо обвинивших российскую сторону, в частности, помощника Президента России В.Ю.Суркова в причастности к насильственным действиям на «майдане» в Киеве в 2014 г.?
Ответ: Считаем эти утверждения Киева полным бредом. Впрочем, украинские спецслужбы уже не раз ставили руководство Украины в неловкое (хотелось бы использовать менее дипломатичные выражения) положение. Сегодняшняя глупость - лишнее тому доказательство.
Мировая общественность по-прежнему ждет и требует полного расследования расстрела людей на «майдане», ответа на вопрос, куда исчезли улики и вещественные доказательства, кто эти люди с винтовками на «майдане», попавшие в объектив камер, кто и зачем привозил оружие на «майдан» и т.д. Мы ждем расследования преступления в Одессе, где заживо сожгли людей и где непосредственно перед этой трагедией проводились секретные совещания с участием ярких представителей сегодняшнего руководства Украины.
Мы ждем расследования убийства людей в офисе Партии регионов, стрельбы и убийства безоружных людей в Мариуполе и многих других преступлений.
Следственным и специальным службам Украины, таким образом, есть, чем заняться. Пока вместо расследований они, обычно спекулируя на смерти людей, предъявляют какие-то бредни, достойные психиатрической больницы.



В связи со взлетом Трампа Суркова также вспоминали, как изобретателя концепции постправды: политики массированного вранья и "альтернативных фактов", рассчитанной на одурачивание населения.

His aim is to undermine peoples’ perceptions of the world, so they never know what is really happening. Surkov turned Russian politics into a bewildering, constantly changing piece of theater. He sponsored all kinds of groups, from neo-Nazi skinheads to liberal human rights groups. He even backed parties that were opposed to President Putin. But the key thing was, that Surkov then let it be known that this was what he was doing, which meant that no one was sure what was real or fake. As one journalist put it: “It is a strategy of power that keeps any opposition constantly confused.”

It sums up the strange mood of our time, where nothing really makes any coherent sense. We live with a constant vaudeville of contradictory stories that makes it impossible for any real opposition to emerge, because they can't counter it with any coherent narrative of their own. And it means that we as individuals become ever more powerless, unable to challenge anything, because we live a state of confusion and uncertainty. To which the response is: Oh dear. But that is what they want you to say.
