Mr. Debbins began his talk by asking what Russia’s motivations are. After taking several answers from audience members, Mr. Debbins explained that Russia’s motivating factor is their belief in themselves as a messianic nation. This means that Russia believes its destiny is to be a leader at the end times to meet Christ in Jerusalem, making them an unfulfilled nation. During the Soviet era, Russia became motivated by communism and creating “the worker’s paradise” by establishing a new international system. However, Mr. Debbins explained that Russia lost its ideology in 1991 and therefore its unified system, which is very problematic for a nation that believes it is destined to be a leader.
Mr. Debbins said that in the meantime, while it is trying to figure out its unifying ideology, Russia is determined to undermine international order, because when the system collapses, they will still be stronger than other nations and hopefully will have achieved a unifying ideology by that point. According to Mr. Debbins’ argument, Russia is using everything within the umbrella of national power to try to weaken international order. The U.S. and European nations have regulations to prevent unethical intelligence gathering practices, while Russia has no such restrictions. According to Mr. Debbins, Russia has no problem with breaking the rules that govern the international order because, in their view, the rules are just constructs of the ruling class or the U.S.
Mr. Debbins then described Russia’s strategy for how they will project their power into the world through their use of asymmetrical warfare. Russia spends its money developing connections, establishing primary targets from certain populations and infrastructure, establishing unified command and joint cooperation, and positing weapons. Mr. Debbins stated that Russia is continually conducting hybrid warfare because they believe that they are in a constant state of war and thus always must have the upper hand.

“According to the allegations, Mr. Debbins knowingly provided information to self-proclaimed members of Russia's Intelligence Service, the GRU,” said James A. Dawson, Acting Assistant Director in Charge of the FBI Washington Field Office. “As a member of the U.S. Armed Forces, the American people and his fellow service men and women should have been able to trust Debbins with secrets and information. Debbins allegedly fell very short of that and exploited his role in the military and his fellow service members to benefit one of our top adversaries for years. Today’s charges are another example of the dedicated and unrelenting efforts of the FBI and our partners, domestic and international, to aggressively pursue and bring to justice those who violate this sacred trust and place our national security at risk.”
Over the course of the conspiracy, Debbins allegedly provided the Russian intelligence agents with information that he obtained as a member of the U.S. Army, including information about his chemical and Special Forces units. In 2008, after leaving active duty service, Debbins disclosed to the Russian intelligence agents classified information about his previous activities while deployed with the Special Forces. Debbins also provided the Russian intelligence agents with the names of, and information about, his former Special Forces team members so that the agents could evaluate whether to approach the team members to see if they would cooperate with the Russian intelligence service.
Debbins is charged with conspiring to provide United States national defense information to agents of a foreign government. If convicted, Debbins faces a maximum penalty of life in prison.

I once emceed a Council for National Policy event. I nearly got the hook because I had not been properly informed as to who the entire membership was. And I told a true but funny Ted Kennedy story, and it bombed. And I could not believe it bombed until I found out who half the audience was. <...>
The Council for National Policy was a new organization to me. I knew it was big, and I was very flattered to have been asked to emcee the night’s festivities. Bill Bennett was there. Paul - what’s his name - I’m having a mental block on his name. One of the great, great, great conservative organizers. It’ll come to me. Anyway, I’m standing up, and Tom Clancy is there, and it’s a festive night.
And so right before the break for dinner after introducing some of the luminaries and after a few brief speeches, I told the story of Senator Kennedy who had been caught in a boat off the coast of the South of France by paparazzi helicopter and that the photos had appeared in the New York Daily News. So it was a true story. It wasn’t a joke.
And I said the first photo showed Senator Kennedy and this very young bikini-clad woman cavorting on the boat. It was a relatively small boat. It was classy boat. It wasn’t any bigger than 60 feet. They were cavorting around, and you could see it because the helicopter photos got pretty close. The next photo showed the young woman in the water and Senator Kennedy jumping in after her, which I said may be a first. Senator Kennedy jumping in the water after a woman.
Now, they laughed at that. And I said, the third picture that they got, well, that picture got shown around all over Capitol Hill, folks, and they took it to Senator Howell Heflin of Alabama, big old guy, and they showed it to Howell Heflin, and he looked at it, he said, “Why, I do declare. It sure look to me like Senator Kennedy done change his position on offshore drilling.” And I expected massive laughter. I expected humongous applause.
And the room was dead quiet. And I looked around, and I thought, what the heck happened here? What in the world went on? So I cleverly ended and turned everybody back to their tables for dinner, went back and sat down. And then I had it explained to me what had gone wrong.
Yeah, I really thought that was gonna be a home run. It was Paul Weyrich who was the chairman of the Council for National Policy that had invited me, and he was one heck of a conservative mover, shaker, and organizer. And I remember, I went up after dinner, and I apologized, and I explained how I had screwed up, that I did not know the makeup of over half the audience, and I asked for forgiveness, and I assured them that it would never happen again, so forth.

Mr. Trump and Mr. Sater were also together in Loveland, Colo., in 2005, where they were interviewed by a reporter for The Rocky Mountain News about potential development deals in nearby Denver. Mr. Trump said he did not recall Mr. Sater’s being there.
“They seemed to get along just fine,” said Justin Henderson, a Denver developer who worked with Mr. Trump and Mr. Sater on an ultimately unsuccessful deal to build the tallest towers in Colorado. “It seemed that Mr. Trump relied heavily on Mr. Sater’s opinion on certain markets.”

In Tuesday’s report, the U.S. Senate Select Committee on Intelligence laid out a slew of accusations against Arif: “Information obtained by the committee suggests he was involved in Russian organized crime, money laundering and human trafficking dating back to at least 2000.”

The report includes significant redactions, making it difficult to understand the evidence against Arif. Trump’s plans with Arif eventually fell apart. “When I saw him once,” Trump recalled in the 2007 deposition, “I said, ‘It’s too bad we didn’t do those deals.’ He said, ‘It’s too bad.’ Because if you know anything about Moscow and the different places, the market has been through the roof, more than the United States. So I told him, I said, ‘It’s too bad we didn’t do those deals. They would have been very good deals.’ ”
Trump made it especially clear that he wanted to invest in Russia. “Russia is one of the hottest places in the world for investment,” he said, adding, “We will be in Moscow at some point.”
