Just over a year after the Sept. 11 attacks, the C.I.A. dispatched the veteran clandestine officer Gina Haspel to oversee a secret prison in Thailand. Shortly after, agency contractors in the frantic hunt for the conspirators waterboarded a Qaeda suspect three times and subjected him to brutal interrogation techniques. Ms. Haspel’s time running the prison, code-named Cat’s Eye, began her deep involvement in the agency’s counterterrorism operations and showed her willingness to take part in the agency’s rendition, detention and interrogation program, which shaped her career. She was a rising star until that dark chapter in C.I.A. history began to emerge publicly.
https://www.nytimes.com/2018/03/13/us/politics/gina-haspel-cia-director-nominee-trump-torture-waterboarding.html
“Today’s release once again makes crystal clear that the US government used torture. Torture is a crime and those responsible for crimes must be brought to justice.
This was not some rogue operation. This was a program, chilling in its detail, unlawful from day one, that gave the green light to commit the crimes under international law of torture and enforced disappearance-with impunity. It’s time for accountability, including a full investigation, prosecutions and remedy for victims.
Former President George W. Bush should have been investigated long ago for his role in authorizing this program, including his assertion since leaving office that he personally granted the CIA’s request to use waterboarding and other ‘enhanced interrogation techniques’ against particular detainees. No person, however high the office they may have held, is above the rule of law.”
As noted in CIA’s response to the study, we acknowledge that the detention and interrogation program had shortcomings and that the Agency made mistakes. The most serious problems occurred early on and stemmed from the fact that the Agency was unprepared and lacked the core competencies required to carry out an unprecedented, worldwide program of detaining and interrogating suspected al-Qa’ida and affiliated terrorists. In carrying out that program, we did not always live up to the high standards that we set for ourselves and that the American people expect of us. As an Agency, we have learned from these mistakes, which is why my predecessors and I have implemented various remedial measures over the years to address institutional deficiencies.
Yet, despite common ground with some of the findings of the Committee’s Study, we part ways with the Committee on some key points. Our review indicates that interrogations of detainees on whom EITs were used did produce intelligence that helped thwart attack plans, capture terrorists, and save lives. The intelligence gained from the program was critical to our understanding of al-Qa’ida and continues to inform our counterterrorism efforts to this day.

"I would bring back waterboarding and I'd bring back a hell of a lot worse than waterboarding."
http://www.presidency.ucsb.edu/ws/index.php?pid=111472 "Would I approve waterboarding? You bet your ass I would - in a heartbeat," Trump said to loud cheers during a rally at a convention center here Monday night that attracted thousands. "And I would approve more than that. Don't kid yourself, folks. It works, okay? It works. Only a stupid person would say it doesn't work." <...> "It works," Trump said over and over again. "Believe me, it works. And you know what? If it doesn't work, they deserve it anyway, for what they're doing. It works."
Haspel did nothing more and nothing less than what the nation and the agency asked her to do, and she did it well. No one should read anything into her current nomination other than, as they say in the NFL, she is the “best athlete available in the draft,” an assessment supported by CIA veterans of the past two decades. When she was selected to be deputy director last year, I wrote that her choice signaled that the agency intended to neither repeat nor repudiate its past. That still holds.
So to my newfound friends to the left of the American political centerline, think twice before you oppose Haspel as director for her imagined past sins. She loves the agency, and she will work to preserve it. No matter what happens in the short term, can we not all agree that we will need it for the long term?

Belarussian citizens Anastasia Vashukevich and Alexander Kirillov sent a handwritten letter last month to the US Embassy in Bangkok asking for help in getting them released in exchange for information on alleged meddling in the US presidential election.
The FBI agents contacted Thailand's Immigration bureau last week to try to organize the meeting, the highly placed source in the department said.
The request was refused by Thai officials because only legal representatives and family members of the detainees are permitted access to the detainees, added the source, who is not authorized to speak to media.
