ooooh ok sorry about that...she said it to henry since he commented to her about her wearing 2 different shoes...and it was when she was found by him in the empty apartment...(i think thats right)

its the first episode of the first season, it was punky that replied to henry in his apartment with that line when he made the statement that she's not even old enough to match her shoes let alone live by herself...

Punky said it to Henry when they first met. He says something about her being just a child who can't match her shoes yet :)
